people looking at the 2014 elections. there are, i believe, 20 democrats that are going to be up for re-election in the senate and 13 i think republicans. at some point people are playing to whatever their states are, to whatever their different counties are, so i think it's very hard to figure out one person who is going to be sort of the clarion voice of bipartisanship. i think we've seen in the different parties a move toward the south in terms of republicans, fewer northeastern republicans, fewer moderate republicans, so that's a real issue so i am sort of at a loss to think about people who will some forward and sort of lead the charge for bipartisanshipship. maybe people like joe biden who seems to be everybody's favorite democrat these days. >> nia, we were hoping you would give us that clear choice of who will lead the process forward. who do you think might lead that process that ari is talking about, the idea of more olimpia snowes perhaps? >> well, i mean, you have to keep in mind that the republican party is i

fdr did it, richard nixon tried it, george bush in his re-election tried it. are there differences here? anything noteworthy here? i mean, obviously, he's trying to get past a resistant congress to a lot of his proposals, and this styying of a lot of his proposals. are you worried about the way he's doing it? >> well, of course, i'm worried about it. this is why we have three branches of government. any president of any party at any time is going to try to expand his powers. the nature of any public official whether you're a low-level bureaucrat or the president to do so. but we have in our constitutional system checks and balances both horizontally in terms of congress and the federal judiciary and vertically with federalism. and if courts enforce those structural protections for our liberties, then we'll be a lot better off. neil: you know, i was just thinking, sabrina, know, of bill clinton when he knew he would be challenged on some of the executive orders he gave and executive actions he took, he was quite aware of the distinct possibility that courts wou

remember when the election ended and it looked like this was going to be an era of compromise. john boehner came out and said of course we want to work with the president. the president said of course we want to work with the public. that was shattered within about 20 minutes after both men said that. and so i don't think we're looking at compromise anywhere, it's really about who can get their way by trying to intimidate the other side more. so democrats not the president but other democrats saying hey here's a way that's not compromise. we're going to print a coin, a trill undollar coinen dollar coin. think of this sort of establishment republican saying how about a partialual shut down of the government to get what we want. so we're not looking at all about compromise. it now seems like one side is just going to say if we try to scare you enough, you'll bend to our will. >> schieffer: in keeping with that, we had the fiscal cliff we're at the end of it and now we have mini little fights, over the debt celling a fight over the crest ter sequester and the government in march.

what i'm concerned about and what i've been concerned about since even well before the elections is having seen the president rule by executive order where he has no authority in other areas, i can see that he would just go ahead and -- the vice president has even hinted at an executive order that would accomplish some or all of their gun control agenda. that, i think, changes the game and throws into question the legitimacy of the federal government. and i would advise mr. obama to consider what happened to george iii when he was doing similar things. >> you're likening president obama to george iii? >> he wasn't banned ball and powder yet, which george iii did. but that was one of the major contributory elements toward our war for independence. and george iii, as you probably know, was so stressed by the loss of his famous favor at colony that he ended his days in a nuthouse. i wouldn't wish that on anybody. >> when i talk to you, i always look for some sense of humanity from you in this debate, that you could react to something like the sandy hook massacre in the way that i did and many
